Respected Mufti Sahib
Asalamoalikom W R
Shabban is our Zakat paying month. We have bought a plot
Worth rupees ten lacs.we have paid 5 lacs rupees and the
Rest 5 lacs we are due. This plot is for our own residence
Not a commercial one. The question is that whether we should
Deduct these 5 lacs from our zakatable money or should pay zakat for it
I mean the amount which we have to pay.

Dear Brother in Islam,
The answer to your question is as follows:

The above-mentioned statement shows that the amount referred to (5 lakh that you have to pay for the plot bought for your own residence) is cash in your hand. Therefore, Zakaat will be obligation on that amount if you possess it for a whole lunar year and havení»t paid the same before you pay Zakaat. Thus, you are not permitted to deduct that amount from other money, free from your initial needs and debt, for a complete lunar year. But if you have paid the amount before you pay Zakaat then Zakaat is not obligation on the amount which has been paid for the above-described plot.
