I want to know the answers of these questions with Hadith & Quran. 1> Can it be possible to give Qurbani by the name of Marhoom? Please give Hadith.
2> what is the best act to do for the maghfirah of the late persons?
My sister died, I want Allah to forgive her and place her in highest paradise.

The answer to your question is as follow:

If anyone wants to offer Nafl qurbani (animal sacrifice) on behalf of his deceased relatives, he may do so. But he ought to know that he must offer his own obligatory Qurbani if he is sahib-e-nisab. There are numerous Ahadith that state the permissibility of Eisaal-e-Sawab. Isaal-e-Sawaab (to perform a virtuous act and grant the reward to any person, alive or deceased) is permissible and in fact (Mustahabb) meritorious.
a) The Prophet of Allah (saws) slaughtered sheep during his farewell Hajj and made intention for himself and all those (alive, deceased and to come) who bring faith on his prophet-hood. (Sahih Bukhari)
b) Imaam Bukhari has reported on the authority of Abdullah ibn Abbas that Sa'ad ibn Ubadah was away when his mother passed away. When he returned, he asked the Prophet (saws), 'Will it be of any benefit if I give charity on her behalf?' The Prophet (saws) replied in the affirmative. (Sahih Bukhari)
Note: Hafiz ibn Hajar al-Asqalaani states in 'Fathul-Bari', 'This Hadith proves the permissibility of charity on behalf of the deceased and that the reward will reach him.' (Fath al-Baari vol.5 pg.477 Hadith2761)
c) Abdullah ibn Abbas reports a man once asked the Prophet (saws), 'O Prophet of Allah! My father has passed away and he did not perform Hajj, can I perform Hajj on his behalf?' the Prophet (saws) enquired of him, 'If your father had any debt, would you have paid it?' The man replied, 'Yes.' Upon this, the Prophet (saws) said, 'In that case, the Deen of Allah has more right.' (Sunan Nasaaie Hadith26331)

Therefore, you should give something long lasting in charity to any Madrasa. E.g. you can give QurĄŻan or Ahadith books to a Madrasa on behalf of your sister. The reward of the books will reach your sister as long as they are read or taught. Meanwhile, you should make dua constantly after every namaz for your sister. (And Allah knows best
