Government of Pakistan issues permits"Rahdari" for goods to be exported to Afghanistan.this is free of cost from governmet side but officials take bribes to issue it.If a person pays for it and sells it to a second party and the second party sells to the third one, who is the exporter.Is it permisible for the second party to do such businees and earn benifit.

The answer to your question is as follows:

The nature of the permit referred to the above question needs to be mentioned whether it is issued for an individual or for common purpose. The later is permitted to be sold when the former is prohibited. However, the business of selling and purchasing permit mentioned in the question is not allowed because it is based on interest, and all kinds of interest are prohibited in Islam except giving interest in the case of extreme necessity. It is permitted to give interest in the case of severe necessity when there does not seem any kind of necessity in the above-mentioned case. Since there is a lot of opportunities for Halal business. Thus, a Muslim should earn his livelihood by Halal source and business. Allah Subhanahu Wa Ta¡¯la says, ¡°Those who swallow usury will not rise but like a man possessed of the devil and demented. This is because they say that trading is like usury. But trade has been sanctioned and usury forbidden by Allah. Those who are warned by their Lord and desist will keep already, and the matter will rest with Allah. But those who revert to it again are the residents of Hell where they will abide forever.¡± (Suratul Baqarah: 2/275)
