Asalamoalikom
I am rewriting the question.
Ahmed exports goods to afghanistan from Pakistan.
Govt of Pakistan pays five rupees per kg of that good
as a rebat.This is basically tax exempution.Now to get
this rebate Ahmed will spend one rupee per kg in the
tax offices and to get the rest four rupees he will wait
for three months.
Mehmood tells Ahmed that take two rupees in cash and
leave all the official tasks to me.
to be more breif Mehmood will get four for spendig two in cash
now is it lawful in sharia for Ahmed and Mehmood?Is not it a form
of Riba

Dear Brother in Islam,

The whole system and condition of the mentioned rebate still remains vague. Therefore, the answer has nothing about its permission and prohibition. It aims only at the second part of the question; dealing taken place between Mahmood and Ahmad.

The dealing you have mentioned in the above-question is not permissible. But, Ahamd can borrow 2 rupees from Mahmood and appoint him as his representative (Wakeel) to deal with all official tasks to get the money from the Govt, and fix 4 rupees for the service will be rendered by Mahmood in this regard, and ask him to take the money in his own possession after he gets them from the Govt.
