Respected Sir,
Assalamu Alaikum,
If a person is on travel of more than 48 miles from his normal residence and period of stay at that place is less than 15 days- and the place where he is staying happens to be his parents house or brother's house or sister's house or his son/daughter's house or paternal or maternal uncle / aunts house does he have to do QASR?

Dear brother in Islam
Wa'laikumus- Salam

If he started his journey with the (1) intention of 48 miles or more (2) to the place other than his Watan-e-Asli and (3) with the intention of stay for less than 15 days, he is a Musafir in Shariat's eyes and will do Qasr during the journey as well as at the destination.

If he started his journey with the (1) intention of 48 miles or more (2) to the place other than his Watan-e-Asli and (3) with the intention of stay for 15 days or more, he is a Musafir in Shariat's eyes during journey only and therefore will do Qasr during journey only and will do Itmam (full rakaats of Salah) at the destination.

N.B. Watan-e-Asli means (1) the native place with which he has not cut off
relations forever being settled at other place or (2) the place where he has
settled with his family with intention of permanent settlement, or (3) the
place of his wife's house where he stays with intention of permanent stay.

In your case if the house and place mentioned in your question is not accompanied with any of three above-mentioned criteria of Watan-e-Asli , it is necessary for you to do Qasr.
