I want to know that can one give khutbah in english? I mean on Friday before Juma prayer not the lecture.

WA ALAIKUMUS SALAAM
To deliver Khutba in any language other than Arabic is against the practice established by the Prophet (SWS) and his Companions for their whole life. And, therefore, Juma Khutba in non-Arabic language is Makrooh Tahrimee (near to Haraam) and is not allowed.
(Umdatur Ri'aayaa Sharhul Wiqaayaa v.1 p.342)
The Arabic language is an Islamic language, and has superiority over all the languages of the world. Adhan, Prayers etc. are performed in Arabic. To maintain the superiority of Arabic, to make people bound to learn Arabic it has been made compulsory in many rituals. It can also be said the official language of Islam.
Khutba is not mere a sermon or speech, but it is basically Zikr as indicated in The Qura'an, ''O ye who believe! When the call is proclaimed to prayer on Friday, hasten earnestly to the remembrance of Allah, and leave off business: that is best for you if ye but knew.''
(Chapter. Jum'aa, verse no.9)
After the Prophet (SWS), his Companions and their Successors made Jumaa Khutba in Arabic wherever they went for preaching even in the countries where people could not understand Arabic. Muslims should try to learn Arabic to such an extent that they may understand Khutba etc. as they learn many languages for worldly purpose. For the purpose of people's understanding Qirat in Prayers and Adhan can not be translated in regional languages. Likewise Khutba in non-Arabic language is also not allowed.

Yes, one is allowed to make speech before the second Adhan in any regional language.
