Dear Brother in Islam
Assalamu Alaikum
The answers to your questions are as follow:

(1) The Glorious Qur¡¯aan is the book of Allah revealed on the Prophet Muhammad (Sall-allahu Alaihi Wa Sallam) to guide people to the straight path. This is the sole purpose of the Glorious Qur¡¯aan. But, this is the virtue of the Qur¡¯aan and the blessings of Allah almighty that it serves some other purposes as well. There is a number of traditions where reading the verses and chapters of the Glorious Qur¡¯aan mentioned as useful for various problems. Even the Prophet (Sall-allahu Alaihi Wa Sallam) used to regularly recite Surah Falaq, Surah Naas, Ayatul Kursi for protection.

So, reciting the Glorious Qur¡¯aan, no doubt, is immensely useful for this world as well as the hereafter. But, doing Qur¡¯aan Khatm with the intention of seeking marriage and job is not specifically mentioned in the Qur¡¯aan and the Hadith. Yes, if this Amal has been experimented as useful for a particular purpose by some pious person then again there is no harm in doing so. In such cases, the experience is that the methods for performing the Amal should be followed so that they can bear the same effect, though according to Shariah there is no harm if any one violates. But, while performing this Qur¡¯aan Khatm we have observed that people commit some blunders. Those who do Khatm recite the Glorious Qur¡¯aan very hastily and commit mistakes that even sometimes make a man Kafir. Likewise, sometimes it is recited in a group that leads to defy this commandment of Allah (Suhanahu wa Ta¡¯aala): ¡°And when the Quran is recited, give ear to it and pay heed, that ye may obtain mercy.¡± (Surah Al-A¡¯raaf, C 7, V 204)

Beside the answer of the question, here are given two Amals for seeking marriage proposal, May Allah have mercy on all of us.

A. If the following verses are tied around the arm of a bachelor he/she will get marriage proposal, amnesia will go away, a sick person will get cured and a poor person will be wealthy.

?¨¢? ¨º?? ? ¨²¨ª?¨ª? ?¨¢¨¬ ?? ?¨º¨²?? ¨¨? ?¨°??¨¬? ???? ¨°??¨¦ ?¨¢¨ª¨ª?¨¦ ?¨¢??¨ª? ¨¢?Y¨º??? Y¨ª?, ??¨°T ?¨¨? ?¨ª? ??¨¨T¨¬. ???? ??¨¢? ¨¨?¨¢?¨¢?¨¦ ????¨¨? ¨²¨¢¨ª??, ¨¢? ?¨®?¨¢? ?¨°T?, ?¨ª? ??¨°T? ? ?¨¢¨²?T¨¨¨¦ ¨¢¨¢¨ºT?¨¬ (¨®??¨¦ ??, 131,132)

(Strain not your eyes in longing for the things We have given for enjoyment to parties of them, the splendour of the life of this world, through which We test them; but the provision of your Lord is better and more enduring. Enjoin prayer on your people and be constant therein, We ask you not to provide sustenance, We provide it for you, but the fruit of hereafter is for righteousness.)
(Aamal-e-Qura¡¯ni, 48,49)

B. Moreover, by reading the following five hundred times daily, ¡®if Allah wills¡¯, one will receive proposal for marriage soon. One must read Durood eleven times before and after it.

Yes, after receiving marriage or job proposals it is recommended in Hadith that one should perform Istikhara Salah to make sure that whatever will happen, happen for the best.

(2) I could not get such a reference where it is mentioned that one should finish the reciting of the Glorious Qur¡¯aan at least 45 times in one¡¯s lifetime. But being a Muslim one must recite the Glorious Qur¡¯aan as much as one can. According to a Hadith one should finish it at least within three days.

(3) There are two things different to each other. Reading or reciting the Glorious Qur¡¯aan means to pronounce the words in such a manner that the lips and the tongue move and there is whisper. While looking at the Glorious Qur¡¯aan and passing word-by-word without the motion of the lips and the tongue is different from reciting. Reciting the Glorious Qur¡¯aan, either with understanding the meaning or not, is undoubtedly an act of great virtue. But, looking at the Glorious Qur¡¯aan, either with understanding the meaning or not, is also accorded with rewards though it is not called a recitation. Likewise, holding, touching the Glorious Qur¡¯aan with good intention is also not free from virtue.

(4) When any one buys a house, of course, he should read the Dua while entering and offer prayers to thank Allah. Similarly, if he can recite the Glorious Qur¡¯aan he must do. But, this thing we have to keep in mind that these things are not specially recommended for a new house or a new shop. It is the mentality of the people that when they buy a new house and open new shop they inaugurate with all these formalities but afterwards they forget reading Dua, performing Salah and reciting the Qur¡¯aan. So, these are not just rituals to be performed at special occasions but daily practices of a true Muslim.

Yes, it is recommended to give some money in charity as thanks to Allah almighty thinking that there are countless people who lead their life without proper accommodation an
