Dear Sir,

I ever learned that I should perform namaaz istikharah before I sleep and then go bed without talking to anyone. If I didn't see anything in dream, then i should continue to perform namaaz until 7 days. If I still don't dream anything, then i should follow
my heart.

There is different from what the book discourses on Islamic way of life and form what I have learned from a hafiz. So, could you please explain to me how why it is different. And why someone ask the pious person to perfrom namaaz istikharah for him/her? Why he or she doesn't perform namaz him/herself?
Is it because he thinks that the pious person may dream on the first day or the sacond day? Is it correct my understanding?

How about if we seek guidance from Allah and we don't dream anything, but Allah ta'ala surely will guide us in the best way. Is it correct?

The foundation hadith for Istikharah is as follows:
Jabir reported:the apostle of Allah used to teach us Istikharah(to seek good) in all affairs, as he used to teach us a chapter of the Qur'an, saying: When one of you is going to do a work, let him say two raka'ts, not being an obligatory prayer and then let him say: O Allah! I seek good from Thee with Thy knowledg, and seek power from Thee¡­¡­¡­¡­¡­¡­. (Bukhari)
This is the foundation Hadith for Istikharah. It is a Nafl Salah and performed at any undertaking of importance, such as marriage, trade, compilation of a book. It is not performed in minor duties of daily routine such as eating, drinking etc. There is no fixed hour for this prayer except prohibited times.

Dear sister in Islam! What you read in discourses of Mufti Taqi Usmani ,that there is no fix time and seeing of response in dream is not necessary in Istikharah ' is correct because there is no mention of these details in Hadith. Yet, these details can not be condemned too as they have been suggested by many Ulema, and hence are better to follow.
Istikharah will be made by the person himself who is in need and not by others.
Istikharah is to seek good from Allah in the concerned affair, and is not for the purpose of taking information. If no dream is seen in Istikharah, one should do what he thinks good for him. One should not think failure of Istikharah if he received loss in any affair after making Istikharah, but should thing success always. Because seemingly loss is not always loss in reality as sometimes Allah Ta'ala gives success in form of reward in the Hereafter.
