Dear Brother in Islam,
The answer to your question is as follows:

Dog is amongst the wild animals and it not only bites people but also leads to terrible death. Therefore, the Prophet of Islam (SAW) has never appreciated to domestic dogs except in the case of necessity such as the guarding home, livestock and hunting. Searching criminals as well other similar reasons will fall into the category of permissibility. It is narrated on the authority of Hazrat Ibne Umar (RA) that the Prophet of Islam (SAW) said, ¡°Whoever keeps a (pet) dog which is neither a watch dog nor a hunting dog, will get daily deduction of two Qirat from his good deeds¡±. (Bukhari, Kitabuzzabayehi Wassaidi, Babo Maniqtana Kalban Laisa Bikali Saidin Aau Mashiyah: 2/824)

On the contrary, dogs have more respect than human beings do in the western civilization. In some western countries the companionship of dog is preferred to that companionship of husband (Allah forbid). This is not only forbidden in Islam but also a stain on the civilization and humanity. However, to domestic a dog whether at home or out without any necessity, as mentioned above, is prohibited.

And Allah knows the best,
