What say Ulama'e Deen regarding recitation of Holy QuraĄŻan looking the Holy QuraĄŻan in Taraweh prayer as I have seen in a mosque of Saudi Arabia Imam is doing like this.

Dear Brother in Islam
The answer of your question is as follows:

A Musalli (one who is offering Salat whether Imam or Muqtadi or Munfarid (one who offers Salat alone) who is not Hafiz of the whole QurĄŻaan or does not memorize even what is required to recite in Salat (whether obligatory Salat or otherwise) and takes the Glorious QurĄŻaan in his hands or puts it in front of him and recites the QurĄŻaan looking at it and turning the pages in Salat, the Salat will be invalid. For, it is a kind of help he is taking from the QurĄŻaan as if someone is helping him from out side of Salat. And taking help in Salat from outsider makes Salat invalid. On the other hand, carrying the Glorious QurĄŻaan, looking at it and turning up the pages are Amle Kaseer (actions that make Salat invalid). But if the Musalli is Hafiz of the whole QurĄŻaan or at least memorizes what is required to recite in Salat and does not take the Glorious QurĄŻaan in his hands but puts it in front and recites from the scripture looking at it only, the Salat will be valid. For, only looking at the QurĄŻaan does not amount to take help from outside of Salat and this is not from such things that make Salat invalid. But in this case the Salat will be Mukrooh (not good in the view of Shariah) because of the similarity to the Ahle Kitab (people of book, those who look at their scripture while offering prayer).
It is to be noticed that the Salat will be Makrooh only when one wants to be similar to the Ahle Kitab in their reciting while saying prayer. For, Muslims are commanded not to follow them in bad things and refrain from taking similarity to them in good things. (Shamir V: 1 P: 461, Aalamghiri V: 1 P: 101)
