Aslaamulaikum Respcted Mufti sahab,
I am a resident in Guwahati, Assam, India. That here in Guwahati we have a clan of so called "muslims" who simply disbelieve in the Quran and the Sunnah ( Nauzubillah). They are known for their open rebellion agaisnt Islam, yet since they belong to a well off class, hardly people raise their voice. The pseuodo-muslims belong to a reputed family here in Guwahati ( Dr. Zakir Hussain and family members). Hence, I would like to know if we can have a fatwa against them?

The answer to your question is as follows:

To be a Muslim one must have faith in Allah, His angels, His Books, His Messengers, the Day of Judgment, and fate ĘC believing that everything, good or bad, comes from Allah. If anyone disbelieves in any of them, cannot be a Muslim. If the people, referred in your question, really deny the Quran and Hadith of the Prophet Muhammad (saws), they are not among Muslims. They must be informed about the basics of Faith (Iman).
