Here in Saudi Arabia I read a ruling based on Ayah from Glorious Quran (I don't remember verse/number) that "every greeting should be returned with a better greeting". A further explanation was that since it is not specified by Allah Subhan O Ta'ala a separate greeting for Muslim or non Muslim, it should be accepted for whole humanity.

I think it is a quite reasonable explanation and there should not be any biasness in greeting each other. After all we are all made by Allah only.

Dear Brother in Islam,
The answer to your question is as follows:

Allah Almighty addressed only Muslims saying, ¡°When you are greeted with a greeting, greet with a better than it or return it. Verily! Allah takes count of all things.¡± (Suratun-Nisa 4:86) To say that Allah Almighty did not specify greeting for Muslims is either ignorance or hiding the fact. Since, the Prophet of Islam (SAW) prohibited greeting non-Muslims. It is related on the authority of Abu Hurairah (RA) that the Prophet of Islam (SAW) said, ¡°Do not precede them (Jews and Christians) in greeting and whenever you meet them on the way, force them on walking along a side¡±. (Abu Dawd Badun Fee Assalami Alaa Ahliz-Zimmah)

Salaam ¡®greeting¡¯ is the best form of expressing one¡¯s love and affection to another. And honouring as well as loving a non-Muslim by heart is forbidden. The Glorious Qur¡¯aan says, ¡°Let not the believers take disbelievers for their friends in preference to believers. Whoso does that, will have no connection with Allah unless (it be) that you but guard yourselves against them, taking (as it were) security. Allah commands you beware (only) of Himself. Unto Allah is the journeying. Say, (O Muhammad): Whether you hide that which is in your breasts or reveal it, Allah knows it. He knows that which is in the heavens and that which is in the earth, and Allah is Able to do all things. (Suratu Al-Imraan 3:28-29) Therefore, greeting a non-Muslim is prohibited in Islam.
